Overview
The Met-L-Chek Fluorescent Penetrant Inspection Kit 4016-4 is a professional-grade, fully self-contained fluorescent liquid penetrant inspection (FPI/LPI) kit designed for high-sensitivity surface flaw detection in field, shop, and aerospace maintenance environments. Combining three of Met-L-Chek's most trusted aerosol inspection products — a Level 3 fluorescent penetrant, a non-halogenated penetrant remover/cleaner, and a non-aqueous developer — in a robust, heavy-duty metal carrying case, this kit provides everything needed to perform a complete, code-compliant fluorescent penetrant inspection from start to finish.
Engineered for Methods A (water washable) and C (solvent removable) penetrant inspection techniques, the 4016-4 kit is equally at home on the aircraft maintenance hangar floor, the fabrication shop, the pipeline construction site, and the pressure vessel inspection station. Every product in this kit is low in sulfur and halogens, safe for use on all metal surfaces including titanium and high-nickel alloys, and approved to AMS-2644 and other major industry standards — making this the kit of choice wherever material safety and inspection sensitivity are both non-negotiable.

Component Descriptions
Met-L-Chek FP-923 — Level 3 Fluorescent Penetrant (Type 1, Methods A & C)
FP-923 is Met-L-Chek's highest-performance water washable fluorescent penetrant and the core of this kit. As a Level 3 sensitivity penetrant, it is designed for the detection of extremely fine surface discontinuities — fine cracks, micro-porosity, and through-leaks — that lower sensitivity penetrants would miss entirely.
Key properties:
- Type 1 Fluorescent — produces brilliant yellow-green fluorescence under UV-A (365 nm) illumination, providing maximum contrast against the dark inspection background
- Level 3 Sensitivity — the highest sensitivity level available in the water washable (Method A) penetrant category
- Methods A & C Compatible — can be removed by water washing (Method A) or solvent wiping (Method C) depending on the inspection procedure and access conditions
- Clear, yellow-green liquid — no sediment; smooth washing and non-gel-forming for clean removal from rough surfaces
- VOC free — environmentally responsible formulation
- Low in sulfur and halogens — safe for use on titanium, high-nickel alloys, and all common aerospace and industrial metals
- Application methods — immersion, spray-on, electrostatic spray, wipe-on, and brush-on
- AMS-2644 Qualified Products List — approved for high-sensitivity aerospace applications
Met-L-Chek E-59A — Non-Halogenated Penetrant Remover/Cleaner (Method C)
E-59A is a Class 2 (non-halogenated), Method C solvent penetrant remover that serves a dual role in this kit — as both a pre-inspection surface cleaner and a post-penetrant excess remover for solvent wipe (Method C) technique applications.
Key properties:
- Class 2 Non-Halogenated — free of chlorine, fluorine, and other halogens; safe for use on all metals including titanium and high-nickel alloys
- Dual Function — suitable for both pre-inspection surface cleaning and post-penetrant solvent wipe removal; unlike E-59, E-59A is approved for use as a pre-inspection cleaner
- Moderate dry rate — allows adequate working time for thorough surface preparation and excess penetrant removal without evaporating too quickly
- Used in metalworking, welding, nuclear, aerospace, and automotive applications
- Two cans included — the extra can of E-59A in this kit reflects the dual-use nature of the product — one can typically dedicated to pre-inspection cleaning and one to post-penetrant removal
Met-L-Chek D-70 — Non-Aqueous Wet Developer (Form D/E)
D-70 is a non-aqueous wet developer that pulls residual penetrant from surface discontinuities to the inspection surface by capillary action — making indications visible and interpretable under UV-A illumination. Applied after excess penetrant has been removed and the surface has been dried, D-70 is compatible with all penetrant inspection Methods A, B, C, and D.
Key properties:
- Non-aqueous wet developer — Form "d" with fluorescent penetrants (Form "e" with visible penetrants)
- Compatible with Methods A, B, C & D
- Removable with water — easy post-inspection cleanup
- Safe for use on all metals — low in sulfur and halogens
- Aerosol application — fast, even coating for consistent developer layer across all inspection surfaces
- Applied after drying — optimizes bleed-out from tight surface-breaking discontinuities for maximum indication visibility
The Fluorescent Penetrant Inspection Process — Step by Step
The complete FPI process using the 4016-4 kit follows these steps:
- Pre-clean — spray E-59A onto the inspection surface and wipe clean with a lint-free cloth to remove oil, grease, scale, and other contaminants that could mask or produce false indications
- Apply penetrant — spray FP-923 evenly onto the inspection surface and allow adequate dwell time (typically 5–60 minutes depending on the defect type, material, and applicable procedure)
- Remove excess penetrant — for Method A, rinse with water; for Method C, wipe the surface with a lint-free cloth moistened with E-59A — never flood the surface with remover
- Dry — allow the surface to dry completely before applying developer
- Apply developer — spray D-70 evenly across the inspection surface from a distance of approximately 30 cm (12 inches) to achieve a thin, uniform coating
- Inspect — after the recommended developer dwell time, examine the surface under UV-A illumination (minimum 1,000 µW/cm² at the surface) in a darkened environment. Surface-breaking discontinuities will appear as brilliant yellow-green fluorescent indications against a dark background
- Evaluate and document — evaluate all indications against the applicable acceptance criteria and document findings
